Depends on the density of the topsoil. Let's say it has a specific gravity of 1.0 (weighs the same as water 62.4lbs / ft^3).

62.4lbs/ft^3 * 27ft^3/cy = 1684.8 lbs/cy

1684.8lbs/cy divided by 40 lbs bags = approx. 42 bags.

If the specific gravity of the topsoil is 2.0 then = approx. 84 bags.

Looks like typical values are 1.25-1.45.

The bags should be labelled with something other than weight. mulch is usually in 2cu ft bags which means 14 or so to make 1 cu yd. Top Soil can weight different amounts depending on the type of soil and it's moisture content...
 
if you are looking for a bunch of topsoil, your best bet is to find a good company that will sell you shredded top-soil and deliver it.
 
It's much cheaper to buy topsoil and mulch in bulk by the cubic yard. And if you need wood chips/mulch, call around to various local arborists. Some will give it away for free (some even deliver it free if they're already going to be in your area on a job).
