Launching programs from taskbar's address bar in XP

Years ago someone showed me how programs (mstsc, services.msc, etc) could be launched from the taskbar's address bar, instead of going to Start -> Run. That's now the default setup on all of my systems, but it recently stopped working on one of my XP machines.

Actually, you might describe it as having started to work correctly, since I guess the address bar is designed as a quick way to go to a URL, and now whenever I type mspaint, for example, my web browser pops up and tries to go to mspaint.com. I tried restoring to an earlier restore point before it started happening but no dice. I've verified the commands I'm typing are in the path env variable -- since I can launch them anywhere in a command prompt and they work in Start -> Run.

This is one of those little personal usability things that has become so ingrained to me that, even though it's not all that difficult to go to start -> run, it's irritating me b/c I can't figure out why it stopped working or how to fix it.

Anyone seen this before or have any ideas?
