Latitude D820 Fails to POST on Subsequent Boots

I have a Dell Latitude D820 which will boot just fine the first time around, everytime. I can run it for as long as I like without problems; however, when I shut it down it won't start back up again. It has to sit for a few hours before it will come back on. I press the power button, see a few of the indicator lights come on and appear to be functioning normally, then the fan clicks off and the power goes out.

I've tested HDD, RAM, Battery, AC Adapter without success. I opened it up and checked for massive buildups of dust and didn't see anything.

I know my way around a desktop, but not so much a laptop. Anyone have any ideas on where to look? Google searches haven't done very much for me.

Thanks

Edit
It seems that if I press power, then release then press and hold power right away, that I can boot.

I'm hoping someone can point me in the right direction for repairing this. I got the laptop for free and I'm hoping I can repair it without spending a butt ton of money (more than $20 = butt ton).

Apparently it was the CMOS... wierd as hell. I unplugged the CMOS and it started working. Plugged it back in and continued working. I replaced it anyways and 30+ reboots have been successful.

Edit
I guess I was wrong. It seemed to be working, but now it is doing it again. :(

And now the power button trick isn't working either.

When I did get it booted I ran HWMonitor and everything seemed within a reasonable level. Highest I saw on anything was 50C.
