It seems more likely that they have poor security, rather than company level intention fraud.

This was a big issue a few months ago, but there was some Russian credit card hacking ring that was broken up a month or two ago (http://www.npr.org/2013/07/25/205548308/russian-hackers-stole-more-than-160-million-credit-cards) so maybe issue has been "fixed".

Personally, though, I'd still say Caveat Emptor...

Here's where something from Citibank helps: Virtual Account Numbers. I've used this before to create a virtual account number for a site that might be a bit shady. Make the purchase with the new virtual number, then deactivate the number afterwards.

Alternatively, you could use a pre-paid credit card. Just don't risk your proper credit card numbers on this sort of thing.

I do that with Discover Card. Generate a secure number for online shopping.
