LatencyMon question

You should just test the system, with nothing running. If you see spikes then, you got issues.
If you got some stuff running, that could skew the results, as you can see in your pic.

So my system is ok? When Latencymon is open on desktop and computer is in idle I have only green bars. When in gaming it is supposed to have red bars?
 
Basically, yes.
If you have lag spikes before you are doing whatever, then it is a problem.
Afterwords, that is normal.
