Latency vs Speed in Gaming

My network has an artificial cap at 1Mbit/s, but my pings in games are typically 10-40ms. Between latency and speed, what is more important in FPS gaming like Battlefield 3, Call of Duty?

Jitter, which is really the variance in latency along with drops. 1 Mbs is more than plenty for games.
