but

for my case
which one is better for gaming and responsiveness of windows

DDR 540 @ 2.5 4 3 8

or

DDR 440 @ 2 2 2 8

Why thumbs up to that? I mean how much of a boost would he really see running at those settings compared to the options he has with his current ram? Especially considering he would likely have to underclock his CPU just to bring the ram speed down to 400mhz, would it even be a boost at all?
