Latency issues in WoW

Ok so I have two computer at my house that I use to play WoW on. The one in my sig and a Dell. For some reason the Dell gets 30 - 40ish ping while my better computer is usually in the 100s. Even if the Dell is off and not playing it's still in the 100s. Does anyone have a clue?
