The CPU MEM and MB are doing fine, It does have a SSD, so you can't tell it is 10 year old CPU. Computer does not locks up or hesitate; it just 130 watts TDP versus 50 Watts TDP.
I am leaning toward i3-6100 due to its price and AsRock Z170 Pro4.
 
You could probably get away with a H110 mobo and save some money since you're getting an i3.

My wife uses a C2D E7200 at 2.53MHz and 4GB RAM. It was a dog . . . until we swapped out its 5900 rpm 500MB spinning disk (it was so reliable, of course) and replaced it with a 500MB SSD. Now it flies. My old 486 ran like a striped ape with the original Win 95 on it. This old (2008) small machine feels like that. The SSD is far more important than whatever you're using for a CPU.
 
That's probably the most important upgrade of any Core 2-era PC: an SSD. That and never installing any Windows 7 updates. I'm amazed at how fast a fresh W7 install is on a Core 2 machine, but let it update overnight and it becomes a dead horse.
 
I'm still using a qx9650, but i'm thinking of upgrading to a core i7 because the the c2q can't handle 4k video streaming on youtube.

Really? My Q9300 @ 2.85Ghz (slight OC), and 8GB DDR2-800, SSD, and a Radeon 260X 2GB GDDR5 card, can play back 4K60 vids on YouTube just fine, on a 1920x1080 LCD, running in 2560x1440 VSR mode.

Edit: Not using Flash Player though.
 
really? maybe its the video card. I have a quadro fx1700. it has a low wei score in windows 7. 4.9 for graphics and 5.9 for gaming graphics.

Bingo, a video card with the proper hardware decoding makes a big difference for 4k video playback.
