considering that the laser would dissipate as it loses energy (same for bullets), i dont think it'd be that much of an issue.
on another note, would the laser pierce the target or would it just hit the target and stop right there?

Incorrect, AFAIK, the ban is on weapons meant to blind. If the weapon is meant to KILL, it's okay.

yeah...but think of the potential blindness from light scatter/reflections?
EDIT: added to which a laser powerful enough to kill instantly, rather than blind/disfigure is unlikely to ever be an infantry weapon...
