laserjet PCL HP-GL/2 probs

I'm using a LaserJet 3si and I'm having problems drawing a box around the edge of the maximum printable area.
Looking at the PCL manual I should be able to draw a box 1/6" away from each edge of the paper. I have been
unable to even come close to this.
