Large quantities of food/supplies hoarded by Iraqi troops in Basra

What is it with Saddam and baby milk? Back in 1991 during Desert Storm, they complained when we bombed what they called a "baby milk factory" (whatever that is), and now they're apparently hoarding baby milk for their own military forces?
