Laptop won't turn on...

I'm at work, and a user just gave me a laptop. He said it doesn't turn on. I took out the battery plugged in the AC and it still won't even turn on. I don't know where to begin with this thing. Any suggestions guys?

PS - It's an IBM T20
 
Change the fuse in the AC adaptor.
Check the charge in the battery.

Open up the lappy, and where the power comes in, test the voltage - trace it, and see if you can find a voltage anywhere on the lappy mobo.
That is where you start - where it ends is anybodies guess
