laptop won't boot to CD-Rom?

I set bios to boot to CD-Rom first in the bios but it won't. It always wants to boot to HD. If I take the HD out it boots from CD-Rom.

Anyone have any idea what the problem could be?

When you say "Take the HDD out," do you mean that you physically take the drive out of the laptop, or do you mean you remove it from the boot device list in the bios?

when I take it out and turn the laptop on. I ain't able to remove it from startup in the BIOS which is the problem.
