Laptop wireless download bandwidth capped?

I have the HP Envy15 with the Intel WifiLink 5100 AGN.
My wireless router supports wireless N.

My FIOS line speed is 85mbps/35mbps.

I understand if the wireless performance is just weak and can't reach more than 20mbps or so, but why would the upload go faster than the download?

Also in wireless properties, it shows full bars to full bars minus one with link speed hovering between 65mbps and 78mbps.
 
As a Frame of reference check your Internet via Cable connection (Wireless is Not away to evaluate anything but itself).

Since your Wireless card is AGN you probably will get much better Wireless if you buy a DualBand Wireless Router and attach it to the FIOS Router as an Access Point.

As for HP laptops. I am not familiar with your model. Most HP laptops have a code in the BIOS that allow only very few Wireless card to be used in.

It can also be a "Lousy" internal Antenna, if so there is nothing Internally that you can do about it.

Do you have people living near you that use wireless/bluetooth/microwaves?

Wireless performance can be affected by all these issues plus more.
