Laptop will not power up

I have a Compaq Presario 700 laptop that I just replaced the motherboard in. The green power light comes on when I connect the AC plug, the orange light also comes on if battery is in to charge it. But it wont power up any other stuff like the fans, dispaly or hard drive, this happens both with AC and DC.

I have built many computers but this was the first time I did anything with a laptop. What would be something I should check to see why it is not working properly?
 
Usually when I encounter this problem, the first thing I do is check the logo on the laptop

If it reads "Compaq", I immediately discard of it in the waste basket.

And you think Im joking? Im not.
 
I would like to do that but it does not fix the problem. This is the first and only time I ever buy a Compaq again. I am a system builder and it was my first laptop I purchased.
