Laptop will not load windows

I recently wiped a laptop since I could not remember the password. It is a Dell Latitude 3400. the problem I am having, I get the following error message; 1727329687147.jpeg

Can anyone please advise as jo t clicking ok just does the same thing?
 
Assuming the laptop was working fine before the wipe, I would go with the install media being the problem. Make sure that the official Microsoft media creation tool is used to create the media.
 
Ah, Dell Latitude: it's a laptop (and posted in the laptops subforum, how about that 🙂 ), and I assume you've now tried a different port and got the same issue. Try another memory stick if you've already tried igor's suggestion?

At what stage of setup do you get this error message?
 
Also, try a bootable Linux desktop (Mint would be good I think) and see if it loads completely and then try browsing the internet using Firefox or whatever internet browser it has. If you can do that successfully, there's some issue with the Windows install media you are using (maybe using a corrupted ISO to burn the image on the bootable USB drive?). Could even be an issue with the USB flash drive itself so try using a different one.
 
Did you wipe all partitions and format the entire drive before installing Windows? Perhaps it is looking at a partition that is corrupt from the previous install?
 
"Power failed" is new information you did not mention before? The mains power (household) was interrupted? Or did you mean the computer just spontaneously reset or rebooted but main (household) power did not fluctuate or fail?
 
The power on the Laptop failed as I forgot to plug ii in, I have a Plan to wipe the hard drive and then load windows
