laptop troubles help determine what the cause

Hey guys i am looking at a friends laptop for him becuase it won't start. The issue i have with it right now is that when I turn on I hear the fans turn on and all the LED lights stay on but are like frozen. The fan then starts to spin slowly and all the lights stay on non responsive. DVD drive opens and closes fine but it's just that. I took apart the laptop and didn't really see any signs of burns. I tested it taking the hard drive off the memory modules off and everything else off but still the same thing. Here is a pic of the CPU.

thats a lot of thermal paste around the cpu... could be a motherboard problem too, ask ur friend what did he do right before the computer death.

That is the original thermal pad and he said he was surfing the web then the scrfeen flickered n shut off.
