Yes to all of those, as well as a properly calibrated screen with accurate color and contrast.

I would say the screen, to make sure you are getting the colors the screen tells you that you are getting.

What, exactly, are you planning to do with it? Simple picture editing for fun, or professional studio editing for profit? Or something in between. The screen is definitely the most important. The other components will depend on what you need.

If you are serious about photoshop, I would look at the Wacom Cintiq companions.

I'd say get the best screen that fits your budget. In general, laptops with nice screens also have reasonably decent specs for everything else you need. Just watch out for "cheap" options like slow 5400rpm hard drives and small amounts of RAM.

Screen would be number one. It should be an IPS screen or equivalent. You want to be able to calibrate it with something like an X-rite colorimeter.

Try to get an i7- that would be close in speed to a desktop i3.

You must have adequate RAM. It depends on your files as to how much. Are you shooting JPG or RAW? Are you using a Canon 5Ds?(50 MP files) Are you stitching or using much HDR? Generally you would want 8-32 GB.

You don't need a high end video card. You may not need one at all if you have a good integrated graphics processor, but I am not sure.
