Laptop Reboots on Shutdown When Plugged In

I have a Dell 700m laptop. When it is plugged into the wall with the AC adapter and I tell the OS to shutdown the system will reboot. However if I am running on battery power and shutdown it will shutdown fine. This was happening in Windows so I installed Ubuntu (10.04) and am having the same problem.

Has anyone ever experienced something like this before? Does it sound like this is a problem with the motherboard? It is really annoying because other than this issue the laptop runs fine.

Edit: I forgot to mention I tried a different power adapter from work and the problem is still occurring. So the power supply is fine.

Hmm, my first guess would be to look at the power settings in windows (in the same area you control screen brightness etc.). There might be something in there that for some odd reason is causing this, but it's odd that Ubuntu would do the same thing, so I would also scour the BIOS for a setting as well.

Yeah, I checked in the BIOS for some kind of power settings but I didn't see anything in there. Actually there was very little you can mess with in the BIOS.
