laptop question? fried hard drive?

so i have an old ibm laptop. like a 333 mhtz or something. so yesterday my friend was using it, and it started to act a little weird, and now it wont boot up. it says please install system disk, and the hard disk doesnt seem to be spinning. think i fried the hard drive? could it be anything else?
 
The MBR or partition might have been corrupted.

If you have the data backed up, delete all existing partitions and try re installing the OS....
