Laptop processor speeds - Manipulatable?

I wanna play some basic emulation on my laptop but don't want it to run at 1.4GHz. It's a Dell D400 with a 1.4GHZ Pentium-M. I was wondering if there were any utilities avaliable to fix the processor at some speed, like, 667 MHZ or lower.
