Laptop not outputting signal via VGA to LCD TV

I'm trying to help someone solve an issue with their display (person is in another state) but am at a point where I don't know what to do. The laptop in question is a Fujitsu T4215 which has the Intel 945GM chipset and Graphics Media Accelerator 950. The TV in question is a Samsung 4661F which is a 1080p LCD HDTV. When connecting the fujitsu via VGA to the TV it appears there is no signal being sent to the TV. Different resolutions were tried and the refresh rate is set to 60 Hz but no luck. My friend tried someone's Dell laptop and it worked just fine with the TV via VGA. Furthermore, the fujitsu laptop works fine with an external LCD computer monitor as well as with an LCD projector.

Is there any reason a laptop would not send out a signal via the VGA output when you press the function and F10 or whatever key to tell it to send a signal? Does it need to do some sort of handshake with the TV? Would the laptop send a signal if I didn't have anything connected to its VGA output port? I read about EDID but I don't know if that's the issue. Also, what exactly do monitor/display(not video card) drivers do. The "Plug and Play Monitor" in Windows XP always seems to work for me personally to connect to any TV I've tried. Is it possible my friend has to somehow use a different driver for his Samsung TV?

Any help would be greatly appreciated!!

Use the control panel extension supplied by Intel. In there, you'll see whether the display unit has been detected to begin with.

Can you elaborate, please? I did a google search for "intel control panel extension" but don't see anything come up. What does this extension do?

Can someone at least point me to some references about display drivers in Windows and why you would need a driver other than the Plug & Play Monitor driver?

He means the panel you get by right-clicking the desktop and choosing Intel/settings etc.

I had similar issues. My TV (Mitsubishi 42") doesn't even detect a signal sometimes until I pull the power on it first. In other words, hook up the VGA, pull the power plug and plug it back in.

Yes it does handshake with the TV, using DDC. Doing so it should be able to enumerate a list of resolutions. By saying you tried different resolutions you probably meant you tried different resolutions for the main display, not the TV-out/VGA, unless you tried forcing things.

Does unplugging the TV have a different result than just powering the TV off and on? Also, can you point me to any resources so I can learn more about DDC and the ins and outs of these issues?
