Laptop not connecting

Alright everyone, this one is a tricky one. I have at my disposal a fiberoptic connection through my city. My desktop is connected to a hub which is connected to the internet. I told a friend I would tend to his laptop because it was acting weird, I took the laptop up to campus and it connected beautifully. I bring the laptop down to my apartment and I get limited connectivity. I know a little about networking and I can get the laptop to connect to my computer just fine. I get 169.254.181.36 as the IP address and 255.255.0.0 as the Subnet Mask. I posted in the networking section, but got no response. Is this a laptop problem or an ISP problem? Thanks a million!

Edit: I have just run memtest twice and about 3 minutes into the test the computer shuts itself off. This is a HP Pavilion ze4145. I'm beginning to wonder if the memory is working alright. The bios says I have 480MB, but system info says I have 768 total physical memory. The laptop is also getting extremely hot on the bottom. Any thoughts on this?
