Laptop not connecting

I have a fiberoptic connection and two computers connected through a hub. One computer (this one) connects beautifully. The other, a laptop will recognize a network, but has limited connectivity. I've checked the "automatic ip config" box to no avail. I have tried different cables and connecting directly. Is there something I'm missing? Oddly enough I can take the lappy onto campus and it works just fine. Should I be screaming at my ISP instead?
