Laptop LCD Issue

I have a laptop and the LCD has some type of problem. I need help identifying the problem. The screen comes on and is competely usable. The problem is that it has lines all over it. Vertical Lines from top to bottom. It is really bad on the right side where there is a solid white line about as think as the start menu covering it up of course. Does anyone know what this could be. I know LCD panels are not cheap at all but if I could get some help identifying the issue it would be greatly appreciated. The model for this laptop is a Dell Inspiron 5160 the graphics chip listed in the device manager is a XGI Volari-XP5 v2.116.DELL Any help would be amazing. Thanks in advance.
 
Are you positive that it's an LCD problem? Does it also occur on boot-up before Windows loads (DOS-like mode)?

In an LCD the pixels are addressed in full columns/rows. Whatever is driving those particular columns/rows is faulty. On a TN display, white is displayed when no voltage is applied (the crystals are not twisted into the block position), which explains your white lines. The column(s) are getting no voltage so they appears white.
 
The lines occure even in post before windows. I'm not sure of the exact problem I was just hoping that I dont have to replace my whole LCD panel cause I know they are expensive.
