Laptop Keyboard Issue

Hope this is the right section, but sometimes when I'm typing or even websurfing, my laptop (compaq presario) brand new btw, will be on like permanent shift. I have to press caps lock ON to get lowercase, and even then while its doing this i cant type a period a > will show up no matter what i do. This is really frustrating especially when im doing notes in class and have to stop and wait or just not even finish. Any help or anyone even know what im talking about?
 
This looks like yet another instance of FilterKeys. Go under "accessibility" in the control panel, and set EVERYTHING to make sure it's as hard as possible to turn on.

(Yes, it's most likely a software problem. I've had it with every non-Mac laptop I've ever used.)
