A quick conversion shows me that you're talking $900-$1300USD. I don't know if notebook values are different over there, but I'll make a recommendation based on American dollars.
The model you listed is an excellent notebook. It uses the newer Sonoma Centrino platform, has a DVDRW, and a 15.4" 1280x800 widescreen. I've seen similar models in stores and I like the Toshiba design, EXCEPT the keyboard. They moved several keys (like Start Menu and Delete) to funky places, which I hate. Check this out in person first. THe only downside is that the HDD is rather small and will only be 4200RPM. The upside to this is that since you will probably want more storage space eventually, you can pick up a Hitachi 60GB 7200RPM for ~$150USD and within the next month or so, the Seagate 100GB 7200RPM's.
Unfortunately this Toshiba does not make full use of the Sonoma platform, sticking with traditional DDR333 instead of DDR2 and using integrated Intel GMA900 graphics instead of discrete PCI-E. The DDR thing isn't a huge issue, DDR2 doesn't do much/anything for performance and upgrading memory will be a LOT cheaper with DDR333. Intel GMA900 graphics are only usable for games of years past, it will choke to death on anything modern. The nice thing about this integrated graphics chipset is that it dynamically shares system RAM, so with 2D only usage it only uses ~10MB instead of the full 64-128MB during 3D.
A review of a similar system by Sony can be seen
here, the FS550. The Toshiba and the Sony are VERY similar in specs and performance, so that should help you decide as well.
Hope this helps and feel free to write back with more questions
