Laptop HD or DVD-ROM problem

So, I have this old IBM T23 laptop with a DVD rom drive. after awhile the HD gets messed up and makes clicking noises, etc. So I bought another HD off of ebay that is the same type (travelstar) as the old one, but now I can't install or do anything on the formatted, new drive. I set the boot sequence to go off of CD (or DVD, whatever) and have my windows xp CD insde the drive. When i turn it on it spins up the cd, but then stops and says:

PXE-E61 Media test failure, check cable.
PXE-M0F: Exiting Intel PXE ROM.
Operating System not found

BTW I don't not have a floppy drive for the notebook. What am i doing wrong, or what is wrong? please help!
 
If you've set the CD drive as the first boot device then there could be something wrong with either your CD or your CD/DVD drive. Do you have another bootable CD available? If not you could download something like the memtest CD and see if the computer boots from that (obviously you'll need another computer to create the ISO CD image):

If the old hard drive still works try putting that back in and see if you can boot into windows to check out either the CD or CD/DVD drive. I've seen a few laptop DVD drives stop reading CDs even though they can still read DVDs -- two different lasers for each format and one will sometimes fail. One other thing would be to clean the CD with a damp cloth or see if you can make a copy of it (another computer may have better luck reading/copying it).
 
well the CD should work (99.9% positive), and the DVD drive at least semi works as it spins up before giving the error. it doesn't give any messages about not being able to load up the CD, it just stops spinning and says media test failure, check cable.
 
PXE is a protocol used to boot PCs over a network. This means either boot to netowrk has priority over booting from cdrom, your pc is not seeing the disc as bootable, or there is a problem with your drive.

Recheck you boot order and then check your network adapter in the bios and disable PXE. You will never need it unless you have a server set up to push things to PXe clients. Check the CD in another computer if possible. This way you rule the cd out as the issue. Also keep in mind that not all cds are bootable in every box. For instance some of the oem OS cds that come from dell can not be booted in other PCs. They pop up and say "this is not a dell system yada yada blah blah".
