Laptop GPU fan control issue

i got a lenovo g710(haswell i5 4200m + nvidia 720m) that seems to not control the GPU-fan quite right. behaviour is as follows under load: the frequency bounces from 900 to 500 back and forth and the frames therefore also, games are practically unplayable. i have the feeling the GPU fan "idles" all the time at around 20% or whatever. it doesnt get as loud as i would expect it to.

what i have tried:
- every nvidia control panel option including nvidia system tools
- underclocking down to 600 Mhz(the minimum Afterburner allows): still throttling happens
- trying to control the fan with Afterburner, hwinfo64 and Speedfan(they are all unable to do so)
- updating the BIOS
- Lenovo original drivers as well as directly from the chip manufacturers when possible in diverse combinations and release dates
- windows 7 and windows 10
- a second laptop(exactly the same, got 2 of them)

all to no avail

I am out of ideas. it seems the fan is stuck at low rpm and i cant do anything about it. or can I? maybe some of you can help? thanks in advance 🙂

forgot: both laptops are roughly 2 years old(dec 2013) and were very rarely used. i highly doubt its a dust problem.
