Laptop GPU copper shim

Just wondering, is it right to assume that you need to put Thermal paste on both sides of a copper shim when installing it between a laptop GPU and the cooler?
 
reworking a few laptops to reduce GPU temps.

question is, not sure if the CPU's should take a shim or not...

core2duo laptops, some with nVidia cards and Radeon, namely 8400m gs and 3100m, and older Radeon X line before the C2D days.

what do you guys think?
