Laptop doesnt recognize harddrive or DVD on startup

Won't load up windows, just keeps trying to find harddrive or dvd drive. What's going on?

Send it to repair.
I've had a laptop with the same problem for repair, turned out the HDD was dead, and it prevented the computer from activating the CD-drive.
The HDD was entirely dead. And there was nothiong we could do within a reasonable cost.
