Laptop CPU replacement

Have a laptop that looks like it probably overheated... can't even get into the BIOS, even though it gets to the splash screen.

I have taken it apart and I found that it has a removable CPU that is in a "mpga478b" socket.

The etchings on the CPu are:

PENTIUM(R)4
3 GHZ/512/800
5L6WK MALAY
Q416A371

(barcode) T416A976
0336
----------------------------

Would replacing this CPU fix the problem? Or could it be just a bad motherboard?

And if it can be replaced, where is the best place to find one?

Id link the problem to your board b4 the cpu.
