Laptop clock speed not at max

I have a Compaq Evo N620c that has a pentium M 1.6 Ghz processor and it is only registering at 590 Mhz. I have no idea how to access the BIOS in order to maximize the clock speed. Does anyone have ideas how to bump up my clock speed?
 
It's probably just just stepping down to the 6x multiplier at low usage. Start a program like Prime95 and then check the clockspeed with something like CPU-Z. It should be running at full speed then.
 
Are you reading it under the Windows System Control Panel? That is not an accurate way to measure clock speeds.
As peviously stated, download Notebook Hardware Control.

This is correct.

While Notebook Hardware Control will let you keep your CPU at 1.6GHz at all times, it's not necessary as your CPU will ramp back up to 1.6GHz when needed.
