Laptop charges the battery, won't power on (bad voltage regulator or shorted mobo?)

I'm trying to identify what's wrong with a customer's laptop. I took a reading of the voltage output on the AC adapter and it seems normal, the adapter will also charge the battery once connected to the laptop. However when pressing the power button nothing happens, I'm guessing that maybe the voltage regulator is bad or maybe there's a short somewhere else on the board. Anyone experience a similar problem to this?
 
no, it does'nt. It's an old Dell Latitude (d630), I'm pretty sure it's just a bad motherboard. It's probably not worth the cost of fixing when you factor in labor and the cost of a new board.
