Laptop cannot use wireless pc card in battery mode?

I used to have a Dell 8100, and it worked great with Dlink 650+ 802.11b pc card. Well, when I use this dlink pc card in a Compaq 2100Z, if the powercord is plugged, everything is good. But in battery mode, Internet explorer will freeze when I open several windows. Is the battery so bad that it cannot provide enough power to the pc card?
