Laptop battery is detected, but doesn't charge..

An Averatec 3200 laptop. Battery doesn't charge. Battery LED is ON, Windows detects the battery. Do you think it's the battery?

Probably. Battery charging is hardware controlled - a combination of the battery's internal circuitry and the part that connects the computer with the external power supply.

wiggle the cord. serious. i used to have this 'surge protector' that was between the psu brick and the cord to the electrical outlet. one day i plugged the charger into the laptop..and... nothing. i couldnt figure it out. i tried many different things.. but nothing. then by some luck, i removed that dinky surge protector thing and it worked. needless to say i tossed that thing into the trash. i doubt it was actually doing anything anyway. it was just a little piece of plastic with an orange led on it =/
