Lapping a Taisol CGK742092 Heatsink/Fan ???

I just bought a Taisol CGK742092 Heatsink/Fan. The bottom of the heatsink is NOT smooth at all (little manufactured ripples). But it looks like Taisol made the bottom that way on purpose (it consists of many many tiny consistent manufactured grooves). Should I lap it? Or is it better to leave it that way (did Taisol intend for it to be left this way?).

Get a piece of flat glass and some different grits of wet-dry sandpaper, wet it, and sand away. The flatter and smoother the better. I know cause I have spent hours sharpening wood chisels, all the way up to 12,000 grit and they look like a mirror finish.

Just imagine how happy you could be thinking how great the underside of your heatsink looks like.
