The grooves are from machining in the factory. Most of the time, the bottom with be either consistently flat but with grooves or domed, curved without grooves. You can prolly guess it's better to have a flat surface with grooves than a smooth surface thats curved/domed. The grooves are a result from machining, which is a process to make the surface almost perfectly flat. Without machining, it can be sanded more cheaply for a smoother finish but most likely be domed/curvedd due to the lack of measures taked to flaten it out.
But some manufacturers go to the lenghts to machine it, then precision sand it, for a "pre-lapped" finish. Most alpha's fall into this catagory. Most GlobalWin's are just machined, no factory lapping. Most generic no-named crap are not machined at all, just crappily sanded for a domed/curved surface.
