Lapping it should allow it to cool better as it doesn't have to go through two gaps of thermal paste. How much better cooling I am not sure but it may be enough to hit 1600MHz at default vcore. My tooly still hits 32 deg. C when ambient is 20 deg. C so without the IHS in between it may be better, especially with a Cu HS. Tell me what you think.
Forgot to add also that leaving the ring would be a good idea cause it would save the fragile core from high pressures as is shown in the pic.
