Language Bar in WinXP

I am currently running a version of WinXP and I am having difficulty with the language bar. I keep disabling it...but when I log off and log back in, it returns...Does anyone know how to make this permanently go away. On a side note, does anyone know why when you perform a clear history in IE it clears the history for a second or two, but if you try to access the history again, it pulls up the history as it was before the clear?

The language bar is acivated by Office Xp and Internet Explorer. And im sure by other apps here and there...

I usually wait for the language bar to open, select the options button.
Select "language bar settings" then check off any boxes that are checked.
For me this solves the issue, it never comes back unless i login as another user, this option is user specific.

Are you using roaming profiles>? This might explain why you are seeing it again, perhaps your profile has an issue.
Try making another username and disabling it under that user, if it goes away and does not comer back, check your ID for problems.
