Have you talked to the landlord yet???

If you haven't, quit all this talk of talking to the city and looking up laws, talk to the goddamn landlord, see why its there, and if it can be moved...

ok...first thing..tkae a pic as soon as you go back to the apartment.

second thing..figure out if this is temporary or permament

third thing...call a building inspector.

You can now break your lease, or rather, they broke your lease so feel free to find a new place to live. You MIGHT be able to sue for the past two months rent. More than likely though, I would just tell them its unacceptable put stop payment on your check(s) until its fix or you find a new place.
