LAN speed question

I was wondering if this is what I should be expecting, bad, or good speeds for my network. Ive got a Linksys 10/100 card in my desktop, a D-Link DI-604 Router, and a Realtek 10/100 card built into my Sony Laptop. Everything is connected with good quality store bought cables. When I do an FTP transfer of a 150 meg file, I get an average of 4.25 MB a second. When I ping between the computers its >1ms. Is this slow? Is something wrong? any ideas?
