Lan IP Triggered By Email

Hello,

I'm not sure if this is dead simple or impossible but, I have a program that detects a change in state and sends an email. I need that email to trip a relay on the local network. The address that activates the relay is: http://192.168.1.2/state.xml?relayState=1.
It can also accept xml commands (if that helps).
Any ideas would be much appreciated.

I think this should be a programming question, not networking.

May I ask what program you are using? I've been after something for a while that can tell me when my IP goes down. Does your program do this? Can it sound an alarm?
