From what I have read, this man was a spokesman for the Arab League and a Sunni Arab Nationalist. He's a senior advisor in the UN these days.

Question: Will this man create a government that the Iraqis will be able to openly support? Will he create a government so independant that it will be allowed to form its own diplomatic relationships with the other countries in the Middle East? Most importantly, will he be able to implement his plan without US interference?

It doesn't matter. He can come up with whatever plan he want's but until the security situation is resolved it is irrelevent.
