Seriously, a $5 per 1000 gallons tax on all water used would more than permanently fix the issue in California. About $7/person/month for residential users. And it would provide excess revenue to more than pay for any water projects needed. But it would need to apply to everyone, rather than keeping the majority of ag users exempt from all water charges as done today.
Cali needs to eminent domain all the water rights and price it out properly.

Almonds get a well deserved bad rap but irrigated pastureland and growing feed for cattle is still the largest (and lowest economic value) water use in the west.The problem with that is (to me) while it would raise revenue, it does nothing to address the shortage of available water. More storage dams might help, but you have to get by all the tree huggers/fish lovers who are pretty good at stopping dam construction. Desalinization plants might help somewhat, but they're far from being environmentally friendly...and they require a shit-ton of power...another thing that's in short supply on The Golden State.
Ag is the big water waster in CA. Almonds are possibly the biggest water hog around...most of which are sold for export. Instead of using the dwindling resource to grow food consumed in this country, it's used to grow a snack food that's shipped elsewhere.
If they tried that, it would be 100 years or more before the court battles decided anything.
