Laggy Computer

This computer has never been laggy at all, nothing has changed. Its a p4 3.0ghz with 1gb ram and WinXP pro. Just formatted with nothing really installed and its still lagging a lot especially noticable on my second harddrive. I can click on something it takes like 15 seconds or more, enough time for the flashlight thing to pop up. Then when I hit back to go back out of a folder on that drive, it usually just stops responding. If I wait a minute or so it'll usually come out of it. If I end the process with task manager is causes Explorer.exe to crash. Does this sound like it could be a bad stick of ram, or maybe the harddrive getting ready to swallow its tongue?

Test both hard drives. Also run a checkdisk on the secondary hard drive for file errors.

Check and make sure that the drives are operating in DMA mode and NOT PIO
