"Laggy" cable modem

I've been at college, and when I got back home I noticed that the cable modem appeared to "lag out" a lot... games would be jumpy, websites would randomly time out...

Could this be on my end, or is it a cable company problem? Any ideas?

Any free tests online that can isolate where the packet loss is happening?
 
any other ideas? the tracert seemed to show normal pings
