Lagging behind on video streaming sites

I have no idea what's causing this but i am always like 5-10 seconds behind while watching live video streams. Doesn't matter if it's youtube, twitchtv, or whatever. On vent they will be talking about stuff happening 5 to 10 seconds ahead of what i am seeing. On twitchtv the same thing happens with the comments. People are commenting on stuff i haven't even seen yet. Refreshing doesn't fix it. It's very odd and i am wondering what is causing this. I live in new york state on cable connection. My pc specs are good and i am using win 7 pro and google chrome for a browser.

Speedtest.net came out fine. I am getting full 30/5 for my connection.

can you test it on a different PC, or maybe also a different user profile on your primary pc?

Ok retested today, I guess it might be chrome. It ran fine on firefox and it was almost 10 seconds ahead. Anyone know why this is? My friend was on chrome but was fine and wasn't behind.
