maybe he doesn't have the latest drivers for his monitor...
but even when everything is ok with windows your games could resort to the optimal refresh rate defined on the registry... that could be lower than what your monitor could get...
but I have a 2 solutions/options for you:
1. the hard one:
go to your regedit (in your windows directory, you have wiindows 2000 so it is inside winnt)
->powervr->kyro->modes-> (here you will se 4 directories)
16,24,32,8
this are the setting for 16,24,32,8 bit colour
an example you choose (32) and then (1024,768)
change the string "optimalrate" to what ever refresh rate you want
mine was at 75 I put then 100 ... (for 100 hz)
this only saves the optimal refresh rate for 1024x768x32 for others resolutions you have to do it manually
